The overlap removing oil cylinder (19) is provided with a dual-cavity cylindrical structure comprising a first cavity and a second cavity, a piston rod (196) of the overlap removing oil cylinder (19) runs through the first cavity and the second cavity, the first cavity is partitioned into a first sub-cavity (C1) and a second sub-cavity (C2) by a first piston (194) fixedly disposed on the piston rod (196) of the overlap removing oil cylinder (19), and the second cavity is partitioned into a third sub-cavity (C3) and a fourth sub-cavity (C4) by a second piston (195) fixedly disposed on the piston rod (196). In addition, the first sub-cavity (C1) and the third cavity (C3) have parallel oil inlets/oil outlets, and the second sub-cavity (C3) and the fourth sub-cavity (C4) have parallel oil outlets/oil inlets. Also disclosed is a flash butt welder (10) having an asymmetric-cross-section trough-type rail (G) and using the overlap removing oil cylinder (19). The thrust output of the overlap removing oil cylinder can be enhanced without increasing the diameter of the oil cylinder, so that overlaps of an asymmetric-cross-section trough-type rail are successfully removed and sheared, and difficulties in structural design and layout of a flash butt welder are overcome.
