Provided is a cell reselecting method, comprising: setting a cell reselecting parameter of an enhanced low power cell in the area covered by a macro cell; when a terminal is in a pilot power enhanced area of the enhanced low power cell, selecting the macro cell as a serving cell of a terminal based on the cell reselecting parameters of the enhanced low power cell and the macro cell. Also provided is a cell parameter configuration method, comprising: receiving a cell reselecting parameter setting command comprising a cell reselecting parameter setting rule; based on the cell reselecting parameter setting command, setting the cell reselecting parameter of the corresponding enhanced low power cell in the macro cell according to the cell reselecting parameter setting rule, so that the terminal in the pilot power enhanced area of the enhanced low power cell selects the macro cell as a serving cell.
