Disclosed are a mobile communication system and a method for allocating wireless recourses based on multi-cell in the system. The system comprises a plurality of base stations which are included in multi-cells respectively. The base station is to allocate at least one sub-frame among the sub-frames, which are not assigned to be a reference signal resource, to a terminal not to receive the allocation of the reference signal resource among a plurality of the sub-frames constituting a wireless frame if the reference signal resource for allocating a reference signal as compared with the terminal needing the allocation is insufficient.
