A viscoelastic and permeable evaluation unit according to an embodiment of the present invention comprises: a target sample to be evaluated on permeability; a first standard film formed on one surface of the sample; and a second standard film formed on the other surface of the sample. The first and second standard films are formed to have identical permeation rate.
