The present invention relates to an environmentally friendly agent for preventing and controlling plant diseases and to a plant disease controlling method using the same. More specifically, the environmentally friendly agent for controlling plant diseases according to the present invention has excellent prevention and control effects on crop pathogens and exhibits continuous control effects on crop pathogens. Accordingly, the present invention provides the environmentally friendly agent for preventing and controlling plant diseases and the plant disease controlling method using the same capable of being commercially useful. To this end, the present invention comprises 300-3,000 parts by weight of oligochitosan, 1,000-4,000 parts by weight of onion extracts, 1,000-4,000 parts by weight of garlic extracts and 200-600 parts by weight of grapefruit extracts based on 100 parts by weight of chitosan and includes 50,000 mg/L or greater of glucosamine as an active ingredient.
