The present invention discloses a heart monitoring system using a portable electrocardiograph and a smart device, and a monitoring method using the same. The heart monitoring system using a portable electrocardiograph and a smart device according to the present invention comprises: a portable electrocardiograph to measure an electrocardiogram and a heartbeat of a person; a smart device to analyze the measured electrocardiogram and heartbeat to transmit the electrocardiogram and heartbeat to a web browser in real time and provide content needed for a measurement; and a web-based server for observer, to output a signal transmitted via a server to observers in real time and provide content needed for monitoring. The person wears the portable electrocardiograph and connects the portable electrocardiograph to the smart device. Then the person requests to connect to the server via a corresponding module and start a measurement. A measurement channel for the person is created in the server. If measurement channels exist, the person selects a desired channel and enters the monitoring channel. If an observer enters the measurement channel, a real-time measurement commences. An application on the smart device transmits heartbeat and electrocardiogram data acquired from the electrocardiograph to the web-based monitoring system of the observer via the server. The acquired data are outputted to the smart device and the monitoring system. Heartbeat risks are informed by invoking a heartbeat risk notification module.;COPYRIGHT KIPO 2015
