A ship control system comprises a ship information receiving unit, a radar location information generating unit, a location information converting unit, and a position information matching unit. The ship information receiving unit receives ship identification information and ship location information. The radar location information generating unit generates radar location information of the ship by radar equipment. The location information converting unit converts the received ship location information into regional location information. The position information matching unit generates combination location information by matching the converted regional location information with the radar location information.
