The present invention relates to microRNA-29b regulating proliferation and migration of a vascular smooth muscle cell by inflammatory cytokine, which can be used in preventing, diagnosing, or treating abnormal proliferation or motion disease of a vascular smooth muscle cell as inhibiting formation of endangium during blood vessel damage by inhibiting proliferation and migration of a vascular smooth muscle cell induced by IL-3 as microRNA-29b for inhibiting expression of Mc1-1 and MMP2.
