The present invention relates to: an apparatus for determining freezing of gait using frequency domain analysis and fuzzy theory; and a method for determining freezing of gait using the same apparatus. The apparatus includes: a three-axis acceleration speed sensor (110) which senses three-axis acceleration speed signals resulted from movement of a walker; a signal process unit (120) which calculates a freeze index (FI) and the total power using a normal gait band and a frozen gait band based on frequency bands by continuously processing FFT after extracting acceleration speed signals from the three-axis acceleration speed signals, and also calculates a first membership function and a second membership function from the FI and the total power; a determination unit (130) which compares a first output value, obtained by applying the FI to the first membership function, and a second output value, obtained by applying the total power to the second membership function, with a predetermined threshold value of the membership function, and then outputs a first determination signal and a second determination signal base on the comparison results; a storage unit (150) in which the predetermined threshold value of the membership function is stored; and a communication module (140) which transmits the determination signals to the outside through a wireless interface. The determination unit (130) determines the freezing of gait when both of the first output value and the second output value are greater than the predetermined threshold value of the membership function, and outputs the second determination signal.
