PROBLEM TO BE SOLVED: To reduce arithmetic load for planning an operation plan for multiple heat source facilities in each plant with a plurality of heat source plants being an object.SOLUTION: A operation plan planning method of a decentralization heat source plant generates a heat source plant cost model showing relationship between output and cost of a heat source plant using a heat source facilities model representing characteristics of energy consumption or output relative to the load factor of the heat source facilities, obtains output from the heat source plant using the heat source plant cost model, information on a local piping network, information on a pump for supplying cold and hot water from each heat source plant, and constraint information on operation of each heat source plant, and plans the operation plan of each heat source facilities by an operation plan creation device of each heat source plant based on the output.SELECTED DRAWING: Figure 2
