PROBLEM TO BE SOLVED: To provide a system and a method for removing a water cut-off tool for a preceding tunnel that interferes with a following tunnel, without impairing the water cut-off performance.SOLUTION: The system is a water cut-off system for cutting off water between an entrance wall and a shield tunnel penetrating through the entrance wall, and includes one or more freezing pipes 30 extending in a tunnel axis direction along an inner wall of the shield tunnel and having a coolant circulated therethrough. By circulating the coolant through the one or more freezing pipes 30, groundwater 16 contained in soil 15 adjacent to the entrance wall and an exterior wall of the shield tunnel is frozen, thus constructing a frozen improvement body 31, and the frozen improvement body 31 is utilized for water cut-off.SELECTED DRAWING: Figure 3
