PROBLEM TO BE SOLVED: To provide a memorial betting ticket issuing apparatus and a memorial betting ticket issuing program capable of issuing a memorial betting ticket as a replica close to a real item.;SOLUTION: A TZS terminal (memorial betting ticket issuing apparatus) 4 creates a replica betting ticket in which pieces of information written in a competition column 65 and a betting column 66, which can be immediately understandable at a glance, are the same as those of a winning betting ticket. The winning betting ticket includes a code column 67 including three lines of number strings 58 which represent the above information encoded and cannot be understandable at a glance, and in the replica betting ticket, the number strings 58 are replaced with random number strings, for example, a number string 58' like "99999...00000". The winning betting ticket also includes two QR codes which also cannot be understandable at a glance, and in the replica betting ticket, the QR codes are replaced with QR codes obtained by encoding the number string 58'.
