A blood collection device adapted to receive a multi-component blood sample is disclosed. After collecting the blood sample, the blood collection device separates the plasma part from the cell part. After separation, the blood collection device can transfer the plasma part in the blood sample to the clinical site immediate examination device. The blood collection device of the present disclosure also provides a closed collection and transfer system that reduces exposure of the blood sample and provides rapid mixing by the sample stabilizer. The blood collection device can be engaged with a blood test device for hermetically transferring a part of the plasma portion from the blood collection device to the blood test device. The blood test apparatus accepts a plasma part so as to analyze a blood sample and obtain a test result.
