PROBLEM TO BE SOLVED: To allow a user to acquire a viewing region corresponding to a video image to be viewed even without designating the viewing region by himself/herself.SOLUTION: A viewing region estimation device comprises: a viewing region feature learning section which learns features of an image in a viewing region within a video image corresponding to video image operation information on the basis of the video image operation information and the video image and generates a viewing region estimation rule indicating a learning resu and a viewing region estimation section which estimates the viewing region in the video image to be viewed by a user on the basis of the features of the image in each partial regions within the video image to be viewed by the user and the viewing region estimation rule.
