PROBLEM TO BE SOLVED: To select an installation site of a master unit where a communication success rate requested by a user, or the maximum installation number of master units, or both of the communication success rate and the maximum installation number is satisfied.SOLUTION: A radio communication system 5 comprises: slave units 3, temporarily installed temporary master units 2, and an information gathering/master unit selecting device 1 capable of communication with the temporary master units 2. A master unit selecting program of the information gathering/master unit selecting device 1 comprises: a temporary master unit information gathering unit that transmits a packet to instruct the temporary master unit 2 to communicate with all the slave units 3 to all the temporary master units 2 for a prescribed period and receives response packets including communication right/wrong information to store them in a storage device; a communication success rate calculation unit that calculates a communication success rate on the basis of the communication right/wrong information and outputs a communication success rate table; and a master unit selecting unit that selects as normal radio master units 2a a combination of any temporary master units 2 so that the communication success rate with the slave units 3 will be equal to or more than a prescribed value on the basis of the communication success rate table.
