PROBLEM TO BE SOLVED: To provide a negation processing device, a negation processing method and a negation processing program, capable of significantly reducing an average search time and a worst search time, compared with an exhaustive search method or dynamic programming method, and surely determining that there is no solution.SOLUTION: A negation processing device 1 using GA comprises: a negation processing part 21 using the GA; and a knowledge database 22 for storing knowledge data. The negation processing part 21 using the GA associates each claim item with a gene locus, makes definition length of a chromosome match all numbers of claims in the negation processing. When a gene value of the gene locus is a predetermined value, payment is performed, and a total sum of a claim money amount corresponding to the claim item to which payment is performed, is set as a payment money amount indicated by the chromosome, and as an absolute value of a differential value between the total sum of the claim value corresponding to the chromosome and the payment money amount is smaller, an evaluation value in genetic operation is made higher. To the all numbers of claims, local search for performing genetic operation of intersection and selection and succeeding the individual having high evaluation value to a next generation is performed, and when a combination solution is found, it is determined that negation is possible.
