PROBLEM TO BE SOLVED: To provide a cleaning and filling liquid for inkjet recording apparatus, which is excellent in wettability and cleaning properties with less bubbling, secures, even in use of a pigment ink for printing test, excellent compatibility with the ink, and never causes a discharge failure during refilling of the ink.;SOLUTION: A cleaning and filling liquid for inkjet recording includes: at least a water-soluble organic solvent, a surfactant and water. The surfactant includes at least a fluorine-based surfactant and an acetylene glycol-based surfactant, and the fluorine-based surfactant is at least one compound represented by general formula (1). (In the formula, n represents an integer of 2-6, and a represents an integer of 15-50.
