PROBLEM TO BE SOLVED: To enable a device to promptly operate when a solar cell starts to generate power without performing time-sharing control.;SOLUTION: The present invention has a power consumption control section 10 which obtains output potential of a solar cell 1 which generates electromotive force as well as the output potential of a second battery 2 charged by the electromotive force of the solar cell 1 and controls a device to transits to a low power consumption state to stop a clock operation to time when a difference in the output potential of the second battery 2 is equal to or lower than a prescribed threshold and the difference in the output potential of the solar cell 1 is in a non-charging state indicating a state that the difference in the output potential of the solar cell 1 is equal to or lower than the difference in the output potential of the second battery 2.;COPYRIGHT: (C)2012,JPO&INPIT
