A braille cell comprising: a housing substantially fluidtight (15) having an upper end and a lower end; an opening (40) at the upper end of the housing, the opening sealed fluid with a flexible diaphragm (45), the flexible diaphragm an upper and a lower part being; at least two support blocks (55) at the lower end of the housing; stabilizer block (60) located at the lower end of the housing and located between the at least two support blocks; an actuator rod (65) having an upper end and a lower end, the upper end of the actuator rod fixed to the bottom of the flexible diaphragm and the lower end of the rod attached to the block being stabilizer; and at least two bending members electroactive polymer (50), each element having an upper edge and a lower edge being the bottom edge of each of the flexures electroactive polymer fixed to one of the at least two blocks support, the upper of each of the flexures electroactive polymer attached to the housing edge.
