Disclosed are an LIPA/SIPTO connection establishment method and device. The method comprises: when a base station supports an LIPA/SIPTO function, an MME acquires, according to a preset policy, a PDN connection of a terminal on the base station (S202); acquire subscription information of the terminal (S204); when it is determined, according to the subscription information, that the terminal supports the LIPA/SIPTO function, release the PDN connection corresponding to the terminal (S206); and after the PDN connection is released, establish an LIPA/SIPTO connection with an LGW if the terminal again initiates a PDN connection request (S208). The present invention solves the technical problem that a common PDN connection cannot be updated to an LIPA/SIPTO connection in real time.
