The present invention relates to a culture medium composition for promoting stem cell proliferation comprising plant extracts, and more specifically, to a culture medium composition for promoting stem cell proliferation comprising nine kinds of plant extracts including an arnica flower extract, a gentiana extract, a yarrow extract, a sagebrush extract, a camomile flower stamen, a ginkgo leaf extract, an Asiatic pennywort extract, a Portulaca extract, and a morus bark extract as active components; a manufacturing method of the composition; a cultivating method of a stem cell using the composition; and a composition for improving a skin condition comprising a culture cultivated and acquired by the cultivating method as an active component. Since the composition for cultivating a stem cell, comprising the plant extracts as active components in accordance with the present invention, does not use an expensive animal serum, and thus manufacturing costs can be substantially reduced; and the contamination of an animal material caused by using an animal serum in a culture medium can be prevented to provide a safer stem cell. Also, the culture medium in which the stem cell is cultivated using the composition, comprising the plant extracts as active components in accordance with the present invention, has stem cell proliferation promotion and activation capabilities, and thus can be used as a cosmetic composition which can provide the improvement of a skin condition such as reducing wrinkles on a skin, suppressing the skin aging, improving skin elasticity, wound regeneration, and skin regeneration.
