the present invention is to provide a planar waveguide. In one embodiment, the planar waveguide comprises a first and a third layer formed adjacent to each other on the substrate. the first and the third layer is formed of a first material having a first refractive index, respectively. The planar waveguide is also formed between the first layer and the third layer, a second layer of a second material having a second refractive index greater than the first refractive index. The planar waveguide further includes a plurality of organic functional siloxane base resin or a polymer waveguide formed on the second layer. The organic functional siloxane base resin or polymer waveguides in each of which an output on the edge of the second layer and the input to the edge of the second layer to be placed on the different line-of-sight path. The plurality of organic functional siloxane base resin or polymer waveguides are formed to take place at right angles approximately intersect these waveguides.
