The present invention relates to a vegetation base material composition and a vegetation base material for a sloped surface containing a rare earth fertilizer, and an eco-friendly re-vegetation method using the same. More preferably, the eco-friendly re-vegetation method adds a rare earth fertilizer for vegetation which is directly applied to plant foliage or mixed with a seed without affecting an effect of the rare earth fertilizer, increases defensive enzyme activation to form a defensive system against a reactive oxygen species (ROS), promotes synthesis of soluble sugar, a protein, and an amino acid, and increases a chlorophyll content to improve photosynthetic capacity. Therefore, the eco-friendly re-vegetation method using the rare earth fertilizer builds a stable environment for increasing a sprouting speed and a sprouting rate of the plant seed and strengthening and growing roots, and prevents soil loss of a ground surface. The vegetation base material composition containing a rare earth fertilizer is formed by mixing a rare earth fertilizer, a fowl manure fertilizer, fermented tree bark, paper fiber, and granite soil.;COPYRIGHT KIPO 2016
