The present invention relates to an apparatus and a method for producing an instant oil painting in a mobile phone by using an electronic portrait application, which enable a mobile phone user to take an instant photo through a mobile application, select desired content, draw an instant oil painting in a non-photorealistic rendering (NPR) technique which is a CG technology, transmit a file through wireless communications, and use a cloud service. The apparatus of the present invention comprises: a mobile phone connected to a server to download and execute an electronic portrait application; a camera for taking a photo; a microcontroller for inputting the photo taken by the camera, selecting work content for the photo input from the camera, and performing oil painting work on the corresponding photo in a pointage technique according to the selected content by using the electronic portrait application; and a wireless communication unit for transmitting an oil painting in a file or transmitting the oil painting to the server through a cloud service.
