An embodiment of the present invention relates to a liquid-type warm-mix asphalt modifier composition, a manufacturing method thereof, and a manufacturing method of warm-mix modified asphalt and a warm-mix modified asphalt mixture including the liquid-type warm-mix asphalt modifier composition. The liquid-type warm-mix asphalt modifier composition includes: 100 parts by weight of a low temperature reinforcing agent represented by a Formula 1; 50-100 parts by weight of styrene-butadiene-styrene block copolymer; and 30-70 parts by weight of a viscosity decreasing agent selected from a polyethylene glycol-based nonionic surfactant. According to the present invention, when manufacturing the warm-mix modified asphalt in a premix type, the modifier composition has fluidity at the room temperature, thereby being inputted into asphalt manufacturing facilities at the room temperature without an additional treatment such as heating, and has improvement in the mixing speed of asphalt and the modifier composition. In addition, phase separation does not occur even when stored for a long time after manufacturing the asphalt, a high temperature property and a low temperature property of the asphalt is simultaneously enhanced, and construction at the temperature lower than the temperature for general asphalt is possible.
