Disclosed are a chemical substance diffusion prediction system using an indexed meteorological fields database and a method thereof. The chemical substance diffusion prediction system according to an embodiment of the present invention includes: a meteorological fields DB construction part which divides a number of zones forming a specific region into cells of a fixed unit, and generates meteorological fields information of a corresponding cell through parallel execution of a meteorological diagnosis model in numerous cells included in the divided zone, and constructs the indexed meteorological fields database by giving an index to the meteorological fields information; and a diffusion prediction part which predicts diffusion range and density of a chemical substance over time, using meteorological fields information of a leakage accident generation position and information of the chemical substance when the chemical substance leakage accident occurs in the specific region, under the state that the indexed meteorological fields database is constructed.;COPYRIGHT KIPO 2016
