According to an embodiment of the present invention, a controller for managing a base station in a heterogeneous network environment consisting of a group of a macro base station and a small cell base station includes: a traffic managing unit which manages traffic in the small cell base station group; and an operation control unit which controls the operation of at least one neighboring base station included in the small cell base station group based on the traffic of the small cell base station group. The small cell base station group includes a center base station and at least one neighboring base station. The small cell base station group can be arranged within a macro cell configured by the macro base station. Accordingly, the present invention can reduce the energy consumption of the base station in the heterogeneous network environment.
