The present invention provides a method for preparing a sulfur-doped porous carbon catalyst, the method comprising: a first step of forming a composite in a powder form by mixing a metal salt including transition metal and nitrogen, a precursor including sulfur, and a silica template together; a second step of forming crystalline carbon by heating the composite in inert gas; and a third step of forming a carbon catalyst having a porous structure by washing the crystalline carbon with an acid. Accordingly, the sulfur-doped porous carbon catalyst is used as a cathode electrode in a polymer electrolyte fuel cell and exhibits the same electrode activity as a commercialized platinum catalyst even when an expensive platinum catalyst is not used, thereby considerably increasing efficiency of the fuel cell. Furthermore, activity of a conventional cathode electrode using platinum rapidly decreases in an acid condition, whereas activity of an electrode can be maintained for a long period of time when a shape of a carbon catalyst is changed.
