The present invention relates to a novel structure of steel reinforcement eccentric connector for a precast concrete (PC) block or concrete and a method of connecting steel reinforcement using the same, in order to connect two steel reinforcements which are not aligned on the same line. The steel reinforcement eccentric connector comprises: a fixed block (10) fixedly engaged with the tip of a first steel reinforcement (1); a supporting cylindrical body (20) fixedly engaged with the first fixing block (10); and a rotating block (30) with which the tip of a second steel reinforcement (2) is fixedly engaged, and rotatably coupled inside the supporting cylindrical body (20), wherein the first steel reinforcement (1) and the second steel reinforcement (2) are coupled by the fixing block (10) and the rotating block (30) to form the eccentric connector. Accordingly, if the first and the second steel reinforcements (1, 2) are not on the same line, the fixed block (10) and the rotating block (30) may rotate to connect the two steel reinforcements (1, 2), in a rigid and concise manner.
