The present invention relates to a method and an apparatus for managing an expertise tag and recommending a reviewer in a paper submission and review system. More particularly, the present invention relates to a method for recommending appropriate reviewers for papers submitted in the paper submission system for a journal. In addition, the present invention relates to a method for equally distributing the extent of review participation by recommending the reviewer who is most similar to and specialized in a paper subject by using keywords of the submitted paper and expertise tag information of the reviewers, and comprehensively accessing reviewing activity indices of the reviewers.
