PROBLEM TO BE SOLVED: To provide a back-up operation monitoring device capable of achieving operation monitoring of a crossing back-up device by constant time operation monitoring of a train detection unit relatively inexpensively without needing additional laying of a cable between a crossing instrument box and a controller box, and a crossing safety device equipped with the back-up operation monitoring device.SOLUTION: A back-up operation monitoring device includes an input unit for capturing a train detection state, a determination unit for determining a failure based on the train detection state, and an output unit based on the determination by the determination unit. The determination unit counts a predetermined monitoring time from the transition of the train detection state to the train detection, and determines that the crossing back-up device is normal if the train detection continues for a preset determination time or more.SELECTED DRAWING: Figure 1
