PROBLEM TO BE SOLVED: To provide a configuration that enables a parking fee to be flexibly set depending on a future demand for a parking lot.;SOLUTION: A communication unit 11 obtains destination information describing the destination of a vehicle. An information extraction unit 12 extracts parking lot destination information describing a parking lot as a destination from the destination information obtained by the communication unit 11.
