PROBLEM TO BE SOLVED: To provide an image analysis device and the like capable of detecting a foot position in a person shielded and displayed by an obstacle without requiring advance information relating to a shape and an arrangement of the obstacle even when it is a photographic image by one camera.SOLUTION: An image analysis device includes: person area candidate storage means for storing a foot position in a photographic object range capable of being photographed by a camera in association with a person area candidate in which the person at the foot position is assumed to be displayed in a photographic image, and includes: person area candidate storage means in association with a plurality of different person area candidates based on a shading for one person; foreground area extraction means for extracting a foreground area from the photographic image; and person area detection means for causing a person area similar to the foreground area to be matched with the person area candidate of the person area candidate storage means.
