PROBLEM TO BE SOLVED: To extract information related to a local topic.;SOLUTION: A geographic burst determination part 13 extracts a point name and a place name from document data and collects an appearance frequency in each predetermined period to determine a point name and a place name with a great increase rate in the appearance frequency as a burst point and a burst area. A topic word extraction part 14 extracts a word related to a topic in the burst point and the burst area as a topic word from the document data including the burst point and the burst area.
