PROBLEM TO BE SOLVED: To provide technology allowing suppression of deterioration of estimation accuracy of a passage history of a terminal device even when a discontinuous section is included in a passage course indicated in passage history information.SOLUTION: A passage history collection system includes an arithmetic processing part executing target road estimation processing to estimate a target road passed by a target terminal device in a discontinuous section when the discontinuous section is included in a passage course indicated in target passage history information collected from one target terminal device. A time zone in which the target terminal device indicated in the target passage history information has passed the discontinuous section is a target time zone. In the target road estimation processing, when there are a plurality of connection roads connecting the discontinuous section, the passage history collection system excludes the connection road indicated that another terminal device has passed it in the same time zone as the target time zone in the passage history information from candidates of the target road.
