PROBLEM TO BE SOLVED: To provide a primer for structure surface layer capable of preventing swelling of coated film even if the film is exposed to alkaline component.SOLUTION: Primer according to the present invention contains polyurethane resin having a silanol group in molecules. It is preferable that the polyurethane resin be a reactant of polyisocyanate component, polyol component and hydrolyzable silicon group-containing compound. It is preferable that polyisocyanate component be alicyclic diisocyanate, and polyol component be polyether-based or polyester-based component. Additionally, it is preferable that the primer further contain strong basic tertiary amine. It is preferable that the tunnel lining segment be obtained by coating a lining material having viscosity of 5 Pa s or more (23°C) on a surface of the primer layer after coating and drying the primer at least on a part of a tunnel lining segment body.
