An image-capturing terminal (10) extracts a first feature value from an image in which people appear, and transmits the extracted first feature value. A server (20) identifies the locations of the people in the image on the basis of the first feature value transmitted from the image-capturing terminal (10). The server (20) also identifies a person in the image by extracting a second feature value for each person based on the first feature value and the locations of the people.
