PROBLEM TO BE SOLVED: To provide a dynamic background model capable of appropriately extracting a foreground region, even when a region having a small amount of texture exists in an image photographed in an environment in which illumination fluctuation or foreground deformation can occur.SOLUTION: The background model construction device 1 includes a region division unit 14 and a background model update unit 16. The region division unit 14 divides an image into a plurality of division regions on the basis of a pixel value. The background model update unit 16 updates a background model on the basis of pixel information of each division region obtained by division by the region division unit 14.
