A novel partial covering method is disclosed for synthesizing pyrochlore free, stoichiometric and monophasic PMN-PT ceramics involving pelletizing a mixture of PbO, MgNb2O6, and TiO2 in the ratio 1:0.65:0.35 and subjecting the pelletized mixture to a modulated heat treatment cycle. The disclosure also relates to pyrochlore-free PMN-PT ceramic element having a saturation polarization (Psat) value of at least about 31.5 µC/cm2, a remanent polarization (Pr) value of at least about 24.7 µC/cm2, a reduced coercive field (Ec) value of at least about 6.1 kV/cm and squareness factor (Rsq) of at least about 1.10. The ceramic element has a piezoelectric property of at least 402 pC/N, a dielectric response of at least 11057 at 1kHz and a dielectric loss of less than about 0.062.
