Using the short-distance wireless communication which is low power and which is shorter distance than the pedestrian-and-vehicle reciprocal communication, the pedestrian terminal device 2 selected in the representative terminal operation mode carries out communication with the pedestrian terminal device 2 operated in the inter-group terminal operation mode, and as a result thereof, reduced power consumption is achieved for the pedestrian terminal device of the representative terminal operation.
