A signal coverage method and system, an offloading coverage terminal and a signal coverage terminal, which are applied in the field of communications. An offloading coverage terminal acquires to-be-covered signals for to-be-covered regions, the to-be-covered regions comprising a first region and at least one second region; the offloading coverage terminal offloads the acquired to-be-covered signals to obtain a first signal and at least one second signal; the offloading coverage terminal carries out wireless signal coverage on the first region according to the first signal; and the offloading coverage terminal transmits the second signal to a signal coverage terminal in the corresponding second region, the second signal being set to be used for carrying out signal coverage on the corresponding second region by the signal coverage terminal.
