Disclosed in the present invention are an intelligent optical distribution network (ODN) device management system and method applied to an ODN. The method comprises: formulate an overall optical fiber jumping plan to form a construction order, and set a path of an intelligent mobile terminal; download the construction order, convert the construction order into an operation instruction that can be identified by an intelligent ODN device, and deliver the operation instruction to the intelligent ODN device; the intelligent mobile terminal moves to the intelligent ODN device to perform an optical fiber jumping operation when an optical fiber port of the intelligent ODN device issues an operation guidance prompt; after completing the operation, the intelligent mobile terminal reports an operation result and warning information. By remotely controlling an intelligent mobile terminal to perform an optical fiber jumping operation on an intelligent ODN device, the present invention is simple, flexible, and low in costs, reduces the transition time and the labor intensity of personnel, and improves the working efficiency. Multi-angle monitoring is implemented by means of mobile monitoring. The intelligent mobile terminal does not need to rest when having sufficient power, and therefore is suitable for environments with high repeatability and can improve the accuracy of manual operations.
