An embodiment of the present invention discloses a third-party application service deployment method, an SCEF entity, a PCRF entity and a PCC framework. The third-party application service deployment method for use in the SCEF entity comprises: receiving, from a third-party application, a service feature field and indication information indicating whether to apply a service function entity deployed by the third-party application; according to the service feature field, establishing an application feature rule and providing the application feature rule to an application detection and control entity or a feature rule base, wherein the application feature rule is used by the application detection and control entity to detect service data corresponding to the service feature field; providing the indication information to a policy and charging rule function (PCRF) entity, wherein the indication information is used for the PCRF entity to establish a traffic steering control (TSC) policy.
