Provided is a device for joint control and disposal of initial runoff pollution, wherein several water receiving pipelines (1) for collecting the initial runoff converge and then are connected to a first reservoir (3); one end of a water intake pump (6) is connected to the first reservoir (3), and the other end of the water intake pump is connected to a water intake of a paddy field (7); the paddy field (7) is divided into several elongated sub fields and provided with a control valve (8); an outfall of the paddy field (7) is connected to a second reservoir (9), and the second reservoir (9) is connected to the water intake of a paddy field (7) via a reflux pump (10); a first water level detection device (14) is provided in the first reservoir (3); a second water level detection device (15) is provided in the paddy field (7); and a third water level detection device (16) is provided in the second reservoir (9).
