A dialog management unit (31) selects a response template corresponding to a dialog state with a user, and outputs a terminology symbol included in the response template to a comprehension level estimation unit (30). The comprehension level estimation unit (30) outputs the user's comprehension level with respect to the input terminology symbol to the dialog management unit (31). A response generation unit (32) generates a response text on the basis of the response template selected by the dialog management unit (31), and outputs the response text with a descriptive text added thereto in response to the comprehension level of the user with respect to the terminology input from the dialog management unit (31).
