In order to appropriately develop a product input plan while preventing information explosion, out of a plurality of products to be input into a manufacture line, a developing unit optimizes product input plans of k (for example, k=12) products for which the product input plans can be developed while preventing information explosion (S14), and determines that the product input plans of first n (for example, n=1) products are used out of the optimized product input plans (S16). Then, for products, the product input plans of which are not determined to be used, the developing unit repeatedly performs the process of developing the product input plans and the process of determining that the product input plans are used.
