The present invention relates to a water saving apparatus of water works, comprising: a support (54) installed between a faucet (20) and a soap pump (30); a horizontal bar (50) rotationally connected to a rotational central point (56) provided in the support (54); a pressing plate (57) formed on one side of the horizontal bar (50) and pressed together when the soap pump (30) is pressed; and a lever holding plate (59) formed on the other side of the horizontal bar (50) and supporting a rear lower end portion of the lever (24) of the faucet (20). When the pressing plate (57) is pressed, the lever holding plate (59) moves upwardly to lift the rear lower end portion of the lever (24) to lock the faucet (20).
