The present invention relates to a filtering method for preventing image quality deterioration caused by frame memory compression in a HEVC encoder, wherein the method comprises: a first step of correcting an input image via a first SAO module; a second step of generating a bitstream by encoding the image in an FMC module; a third step of storing the bitstream, which is generated in the FMC module, in a frame memory; a fourth step of converting the bitstream, which is stored in the frame memory, into an image by decoding the bitstream in the FMC module; and a fifth step of correcting the image via second SAO module to compensate for SAO gains reduced when the image is converted via decoding in the FMC module. According to the present invention, by adding the second SAO module after decoding via the FMC module, a reduction in compression efficiency of a HEVC encoder can be smaller while preventing computational complexity from remarkably increasing.;COPYRIGHT KIPO 2016
