Disclosed are an assisting apparatus and a method for contacting car owner based on a license plate number. According to an embodiment of the present invention, the assisting apparatus and the method for contacting car owner based on a license plate number enable a car re-parking requester to get in touch with an owner of a parked car based on a license plate number when the car re-parking requester tries to get in touch with the owner of the parked car, thereby minimizing personal information exposure which can be caused by the owner of the parked car leaving a telephone number in the car.
