The present invention relates to an application system which comprises the steps of: checking whether a patient is a new patient, and a hospital is a prepayment hospital; receiving a treatment costs detailed statement from the hospital after a medical treatment, and receiving the treatment costs detailed statement after paying treatment costs; receiving, from a pharmacy, a medicine costs statement according to a prescription, and receiving the medicine costs statement after paying medicine costs; sending the treatment costs detailed statement and the medicine costs statement to a judge from the patient, the hospital, or the pharmacy; and enabling the judge to compare two detailed statements and two statements, and determining a false claim state.
